The growth and maintenance of
Pakistan's water and electricity industries are the responsibility of the

Muzammil Hussain, HI, is the current chairman of WAPDA (M).
The Water and Power Development
Authority (WAPDA), a division of Pakistan's Ministry of Water Resources,
oversees the country's water industry. The WAPDA is in charge of generating
water, delivering it to users, and controlling how Pakistan's water resources
are used. As a result of the Water and Power Development Authority statute,
WAPDA was founded in 1957.

Aquatic Wing of
Wapda
Planning, designing, and carrying
out water resources development projects in the fields of irrigation, drainage,
and hydropower are within the purview of WAPDA's Water Wing. Large dams and
other interprovincial big surface water projects are also managed and maintained
by WAPDA's Water Wing.
The WAPDA Water Wing has finished the Indus Basin Projects, which include the Mangla (1967) and Tarbela Dams (1976) as well as five barricades and eight inter-river link canals (1965–1970). Additionally, IBP follow-up work for the Chashma Barrage, C.J. Link Canal, and Mangla Watershed Management Project is being done by the Water Wing. In four provinces, 18 million acres of land have been recovered from salinity and water logging.
In the areas affected by flooding, more than 15,000 tube wells as well as 12,000 km of surface drains and 13,000 km of pipe drains have been built. In about 16 million acres of land, these projects increased agricultural intensity from 70% to more than 110%. Over the past ten years, all of these projects have already been given to their respective provinces.
Since 2001 and 2003, the Chashma
Hydropower Project (184 MW) and Ghazi Barotha Hydropower Project (1450 MW) have
been in operation, respectively. Since June 2007, the National Drainage Program
has been finished in four provinces.
Energy Wing
The installed Hydel capacity was
only 112 MW at the time WAPDA was established in 1958. Warsak Hydroelectric
Power Station (160 MW), the organization's first significant hydropower project
after being founded, doubled WAPDA's installed capacity. WAPDA established
alternative power sources outside hydro, such as steam/gas turbines, combined
cycles, and coal, before restructuring was finished in 2007.
Prior to restructuring (2007), WAPDA
constructed a very vast network of transmission and distribution, including
more than 187,648 km of 11 KV high tension (HT) and low tension (LT) lines,
51,425 km of high voltage (HV) and extra high voltage (EHV) transmission lines,
and 705 grid stations.
More than 136,000 villages have been
electrified.
MANDATE AND
PRIMARY ACTIVITIES OF WAPDA POWER WING
After restructuring in 2007, Power
Wing was divided into 15 firms with distinct management, including NTDCL, 10
DISCOs, and 4 GENCOs. The current scope of WAPDA's responsibilities is the
operation and maintenance of hydroelectric power plants now in service as well
as the development of water resources in the future. The following describes
the current WAPDA Power Wing mandate:
Hydel Power
Station Maintenance & Operation
WAPDA is running 21 Hydel Power
Plants with a total installed capacity of 8420 MW, playing a crucial and
important role in providing the National Grid with affordable Hydel Energy. The
WAPDA Hydroelectric Generation License does not include Neelum Jhelum (969 MW)
and Satpara (17.4 MW), which are being used separately. The Neelum Jhelum
Hydropower Company is in charge of operating and maintaining Neelum Jehlum, and
the GoGB is in charge of operating and maintaining Satpara Dam.
At this time, tasks and works
include communicating with NEPRA about proposed changes to the generation
licences for the WAPDA hydroelectric power plants, preparing and submitting
monthly invoices to CPPA-G for the sale of energy, processing procurement
cases, and finalising O&M budget estimates and foreign exchange budgets for
the hydel power station.
Technical
supervision of E&M works for new projects and rehabilitation of existing,
ageing hydel power plants
The preparation of concept papers,
feasibility studies, and PC-I; the review of bid and prequalification
materials; the approval of the PC-I by the appropriate authority or GoP levels;
Creating and assessing expression of interest documents, assessing consultant
proposals' technical and financial proposals, Coordination of pre- and
post-contract award activities with the consultants is required, as is daily,
biweekly, and monthly monitoring of the work being done on the technical
monitoring of E&M works for new hydro projects and the rehabilitation of
existing old hydel power stations.
